Committee weighs options for rankings overhaul in Oregon high school sports

There could be changes on the horizon for how teams are ranked in Oregon high school sports. The Oregon School Activities Association’s rankings committee met on April 17 and discussed a potential overhaul to rankings for football, soccer, volleyball, basketball, baseball and softball. One big change they discussed was adding a human element to the rankings. As it is, the OSAA computes rankings completely mathematically. The rankings are currently done by averaging out every team’s score using the Ratings Percentage Index score and the Colley Bias Free Rating Method score. The rankings take into account multiple factors, including winning percentage, opposing team’s winning percentage and home and away winning percentage. One potential change that the rankings committee discussed was having one representative from each league vote on seeding the top 25% of the bracket. The representatives would also take part in a Zoom call a few times during each season. Another idea discussed by the committee was using just the Colley Bias Free Rating Method for rankings. This would eliminate the use of the Ratings Percentage Index rankings, as well as data from games against out-of-state opponents and games against opponents in a different classification. One common concern over rankings has been some of the state’s top teams scheduling out-of-state opponents. This has been seen multiple times by Clackamas’ girls basketball team, which has been among the favorites in Class 6A for four straight years but games against nationally-ranked teams like Archbishop Mitty and Bishop Macnamara hurt the Cavaliers’ rankings. The committee is considering running a pilot season using just Colley rankings for one sport. The committee also discussed eliminating contests from early in the season (when some members of a team might not yet be available as they are hurt or in the playoffs for a different sport) from being added to the rankings formula. Another idea was using a multiplier for games against opponents from a higher classification. For example, a team in Class 4A would have a higher multiplier for a win over a team in Class 5A. Currently, the system uses a multiplier for games based on location (more value for away wins and less value for home wins) and could apply similar values elsewhere. The rankings committee is unable to make direct OSAA policy changes and would send a list of recommendations for the OSAA’s executive board to approve at a later meeting. The rankings committee will meet again on June 12.
