Fugitive who 'walked out' of lock-up in Jamaica, captured in the US

United States immigration authorities have arrested a Jamaican man who escaped police custody twice in the Caribbean, including in Jamaica. Thirty-two-year-old Orville Andrew Pernell, was nabbed by special agents from the Immigration and Customs Enforcement (ICE) Homeland Security Investigations (HSI)and the Bureau of Alcohol, Tobacco, Firearms and Explosives, April 4 in Savannah, Georgia. The fugitive has been wanted in St Lucia since 2020 for the shooting death of Cleus Alfred. Pernell was arrested for the crime but later escaped custody by cutting the steel bars of his cell. He was later apprehended in Jamaica in 2021 but later it was reported that Pernell simply "walked out" of the lock-up at the Kingston Central police station. According to a release from ICE, US border patrol agents encountered Pernell on December 7, 2022, near San Ysidro, California, after he attempted to enter the US using a fake identity. He was paroled into the country and given a notice to appear. ICE said Pernell was again arrested in July of 2023 by the Clayton County Sheriff in Clayton County, Georgia for the possession of a stolen motorcycle and attempting to evade arrest. During the arrest, police allegedly discovered a stolen 9mm handgun. "We are committed to tracking down fugitives who pose a serious threat to public safety, no matter where they may try to hide," said ICE HSI Special Agent in charge Atlanta Steven N Schrank, who also covers Georgia and Alabama. "This operation highlights our ongoing work to dismantle criminal networks and bring violent individuals to justice. We are thankful for our local, state, and international law enforcement partners who helped us secure this arrest." The US authorities located and arrested Pernell after their investigation led them to the Savannah area. He was taken into custody without incident. Pernell faces charges for being an alien in possession of a weapon and will stand trial for murder after he is extradited back to St Lucia. His escape from the Kingston lock-up resulted in disciplinary action against members of the Jamaica Constabulary Force. We want to hear from you!
