Citizenship consultants Henley & Partners have released their 2025 Henley Passport Index. Macao placed 31 out of 199 on the list, which ranks passports by the number of countries and territories holders have visa-free access to. According to the list, Macao’s passport holders can visit 144 places without a visa. The SAR’s ranking has risen slightly since last year, when it sat in 34th place. In the past year, Macao’s government has negotiated visa-free travel to some additional countries, including Kazakhstan and Indonesia. The Singaporean passport grants visa-free access to 193 countries, while holders of passports from Japan and South Korea can visit 190 countries without a visa. Below them, most other highly ranked passports were from Europe. Macao’s highest ever ranking was in 2014, when it reached 30th place. Over the past three years, the SAR’s placement has been on an upward trend. According to Henley & Partners, the index is derived from exclusive information supplied by the International Air Transport Association (IATA).
