MSAF To Reinstate 20-Year Age Limit for Vessels Operating in Fijian Waters

In n response to growing concerns over maritime safety and environmental standards, the Maritime Safety Authority of Fiji (MSAF) has announced plans to reinstate a 20-year age limit for vessels operating in Fijian waters, a regulation that had previously been ignored. MSAF chief executive officer Joweli Cawaki confirmed that Cabinet has approved a legislative review aimed at tightening maritime regulations. “That change opened the door to older vessels operating in our waters,” Mr Cawaki said. “But with Cabinet now approving a review of our legislation, we’re pushing to reinstate the 20-year age limit. Environmental concerns and global shifts towards lower-emission shipping are key drivers behind this move.” The announcement follows renewed scrutiny of local ferry operator Goundar Shipping Limited, which is at the centre of some shipping mishaps over the years. When pressed about the company’s track record, Mr Cawaki admitted that the current legal framework lacked effective enforcement mechanisms. “This is not the first incident, and without stronger penalties, it may not be the last,” Mr Cawaki said. “Right now, the legislation allows companies to avoid substantial penalties. That’s why our review will also target corporate accountability, not just individual operators.” Traditionally, MSAF disciplinary actions focused on individuals, specifically ship captains and chief engineers with measures such as suspensions and fines. “We’re creating a system where fines and enforcement aren’t just directed at individuals, but at the operators and the company itself,” he said. “We are no longer waiting, we’re acting,” Mr Cawaki said.
