No Permission, No Medical Facilities: Karnataka Govt Holds RCB Responsible For Bengaluru Stampede

The Karnataka government's report on the Bengaluru stampede states that Royal Challengers Bangalore (RCB) proceeded with victory celebrations without permission after winning the Indian Premier League (IPL) trophy. The report was made public at the direction of the Karnataka High Court, as the bench stated that the sealing of the report was unnecessary. Eleven people had died and several others were injured in the stampede during the RCB's victory in IPL 2025. The report, which was submitted on June 12, said the DNA Entertainment Pvt Ltd and the RCB had informed the police on June 3 about the Victory Parade. However, due to incomplete information, police had denied permission, the report stated. "Despite this, RCB went ahead with the celebration," the report stated. The state government held the RCB, DNA, and Karnataka State Cricket Association (KSCA) responsible for the "unauthorised" celebration. The government said the police had provided security throughout the bus route. More than three lakh people attended the celebration and two ambulances, two medical teams, and one fire engine were arranged at Chinnaswamy Stadium, the report stated. Previously, the Central Administrative Tribunal (CAT) had held Royal Challengers Bengaluru (RCB) responsible for the Chinnaswamy cricket stadium stampede, saying that it held the gathering without necessary permits. In its order, the tribunal also quashed the Karnataka government's suspension order against senior IPS officer Vikash Kumar Vikash, who faced the action in the wake of a fatal stampede last month. "...prima facie it appears that the RCB is responsible for the gathering of about three to five lakh people. The RCB did not take the appropriate permission or consent from the Police. Suddenly, they posted on social media platforms and as a result of aforesaid information the public were gathered. Because of shortage of time on 04.06.2026, the Police was unable to do the appropriate arrangements. Sufficient time was not given to the Police," said the tribunal in its order. The Bengaluru bench of the tribunal, comprising Justice B K Shrivastava and administrative member Santhosh Mehra, had reserved its verdict on June 24.
