OSHA poised to develop road network spanning 75,000 kilometres across Odisha

The State government is poised to establish Odisha State Highway Authority OSHA following the Assemblyrsquos approval of a new legislative bill. This strategic initiative seeks to mirror the National Highways Authority of India NHAI by focusing on the construction of world-class roads throughout the State.

OSHA will manage the development and maintenance of a road network spanning 75000 kilometres across Odisha. The Works Minister Prithiviraj Harichandan has stated that OSHA will address significant challenges including land acquisition environmental approval and rehabilitation. The authority will be responsible for managing traffic disruptions during road construction in urban areas.

The establishment of OSHA aims to notably decrease road accidents and enhance road safety overall. Similar state highway authorities exist in nine other Indian states such as Uttar Pradesh Madhya Pradesh and Maharashtra. According to the Minister this initiative marks a pivotal move forward which has not been previously considered by the earlier government over the last 24 years.
In addition the government plans to create a road fund involving the development of 6600 kilometres of state highways and expressways with an anticipated investment of Rs 18000 crore.
The State intends to mobilise the necessary funds through investment trusts bank loans or bonds. An international organisation has been commissioned to draft a report outlining the specific roads to be constructed and the models to be used to meet the infrastructure needs projected for 2036 and 2047.
OSHA will be led by a chairperson supported by four full-time specialists in finance safety and technology contracts and operations alongside a member for consultation and partnership. These members will be selected by a government-appointed committee.

ldquoThe new body OSHA will help lessen the financial burden on the State exchequer and at the same time will facilitate the construction of roads. Decisions will be taken autonomously by the body. It will operate like the NHAIrdquo the Works Minister expressed.
