The Super Eagles travel to Kigali for their fifth match in World Cup qualifying, requiring their first victory in the series to edge closer to the Group C leaders, who sit four points ahead of Eric Chelle's side.
The three-time African champions, aiming to avoid failing to be involved in the global showpiece after their 2022 absence, have played out three draws with Lesotho, Zimbabwe and South Africa while falling to a defeat against Benin despite scoring first.
Despite the ostensible talent gap, Constantine believes the Wasps have the determination to overcome the Super Eagles.
The former coach, in charge of the Rwanda national side from 2014 to 2015, dismissed any concerns about the nation’s size or population, emphasising the players' hunger and desire to qualify for the World Cup.
"It's not about size or population but what you do with what you have, and Rwanda do that well," Constantine told DW.
"I think Rwanda are underestimated to a large degree but there's talent in Rwanda, lots of talent.
"That is what happens when you give players time and opportunity to develop."
What next for Nigeria?
Nigeria host bottom-placed Zimbabwe on March 25, four days after Friday's fixture in Rwanda.
