Scottish Greens in armed forces 'Trump tax' plan

The US military could be forced to pay property tax in Scotland under new laws proposed by an MSP. It comes as the Scottish Greens put forward plans in parliament to end tax exemptions for foreign armed forces. Ross Greer has lodged the proposals as an amendment to the upcoming Housing (Scotland) Bill – with America the only country likely to be affected by any change to the law. Scotland was home to a number of US military bases from the 1960s to the 1990s, including nuclear armed submarines at the Holy Loch on the Clyde and sites on the Mull of Kintyre and in Edzell in Aberdeenshire . There is an ongoing US military presence at Prestwick Airport, which is regularly used as a rest and refuelling stop for transatlantic flights. America has also recently established its first new military site in Scotland since the 1990s at Lossiemouth and the presence could grow under President Trump, whose mother was Scottish and owns golf courses in Arshire and Aberdeenshire. Greer, his party’s finance spokesperson, said: “Scotland cannot go back to being a US military outpost. We certainly shouldn’t be exempting them from a tax everyone else pays when buying property here. “This tax break only encourages Trump to increase his military presence in Scotland, something we should be trying to avoid. “His recent attacks on Europe and his alignment with Putin’s Russia make it clear that his government is not our ally. “Ending this exemption is the fair thing to do. “Rather than rolling out the red carpet to Trump’s troops, this change would also signal that Scotland stands with the victims of US foreign policy, particularly the people of Ukraine and Palestine.” At present, foreign militaries are exempt from paying Land and Buildings Transaction Tax (previously known as Stamp Duty) when buying property. Greer’s demand comes after First Minister John Swinney said a state visit for Trump shouldn’t go ahead as a result of his bust up with Volodymyr Zelensky at the White House. Since returning to office, Trump has accused European nations of failing to spend enough on defence and demanded they increase military expenditure. In 2019, during his last presidency, a US Congressional committee investigated Trump in connection with a potential conflict of interest over military spending at Prestwick Airport near his golf resort. The House Oversight and Reform Committee says expenditure had “increased substantially” during the president’s time in office.
