Squatter Crisis Deepens

The number of squatter settlements across Fiji has surged past 250, exposing the growing failure of the nation’s housing system. Most of these informal communities have sprung up in urban centres such as Suva, Nasinu, and Lautoka, as families, unemployed youth, and farmers set up makeshift shelters in growing desperation. Minister for Housing Maciu Nalumisa admitted the Government was struggling to contain the issue. “There are thousands of Fijians now living in informal settlements. The numbers keep rising,” he said. “We must ask hard questions- why is this happening, and how do we ensure everyone has proper housing?” The Housing Ministry currently holds 14 development leases as part of its plans to formalise some settlements. However, Mr Nalumisa noted that formalisation is not always possible, especially where land is unavailable, access is poor,or housing costs remain out of reach. “We’re also looking at relocating settlers, particularly in areas that can’t be formalised,” he said. The Government is reviewing the Informal Settlement Act, which he described as outdated and too limited in scope. “Under the current law, it’s very difficult for the ministry to step in and help.” Civil society groups have also raised the alarm. Fiji Council of Social Services (FCOSS) director Vani Catanasiga said the law only covered around 40 settlements and ignored future growth. She also urged legal recognition of vakavanua arrangements—traditional land-use agreements between landowners and settlers—saying it would protect both parties and reflect local realities. FCOSS also warned of poor coordination between agencies and called for the formation of community councils to help manage settlement issues on the ground. Mr Nalumisa said the ministry would soon host a national forum to seek fresh ideas. “If we don’t act now,” he warned, “people will keep moving into squatter settlements.
