Chinese President Xi Jinping on Tuesday called for greater efforts to accelerate the creation of a unified national market and to promote the high-quality development of the marine economy.
Speaking at a meeting of the Central Commission for Financial and Economic Affairs (CCFEA), which he chairs, Xi, who also serves as CPC General Secretary and Chairman of the Central Military Commission, underscored the strategic importance of these goals.
In his remarks, Xi highlighted that building a unified national market is crucial to shaping a new development paradigm and driving high-quality growth. He urged closer coordination among various sectors to create synergy in achieving this objective.
He further emphasized that advancing Chinese modernization demands robust development of the marine economy and the creation of a uniquely Chinese path to harness marine resources for national strength.
The meeting noted that a unified national market depends on aligning foundational institutions, infrastructure, governance practices, regulatory systems, and factor markets, while pushing for greater openness both domestically and internationally.
Key measures discussed included curbing unfair price competition through legal frameworks, improving the transparency of government procurement and bidding, regulating local governments’ investment strategies, and easing domestic sales channels for export-oriented products.
Participants also stressed the need to reform fiscal and tax structures, enhance statistical and credit systems, and improve frameworks for evaluating both development outcomes and officials’ performance.
To boost the marine economy, the meeting called for innovation-led growth, better industrial coordination, modernization, human-sea harmony, and mutually beneficial cooperation.
Further recommendations included expanding policy support, encouraging private investment in marine sectors, enhancing technological innovation, strengthening marine industries, and improving marine ecological protection.
The meeting also stressed international cooperation in marine scientific research, disaster management, and the development of the blue economy.
Senior officials including Premier Li Qiang, Cai Qi, and Vice Premier Ding Xuexiang, all members of the CPC Central Committee’s Political Bureau Standing Committee and CCFEA, were in attendance.
