Good Deed Sparks Warning From Benque Town Council
A good deed by a resident in Benque Viejo del Carmen has prompted the Town Council to issue a letter that praised the effort but also warned against similar actions without prior approval.
In a letter dated August 21, 2025, addressed to Ysef Guerra, the Benque Viejo Town Council wrote, “It has been brought to the attention of the Benque Viejo Town Council that you kindly undertook the cleaning of Chabelo Park. The Council is very grateful and appreciative of your charitable work, and we commend you for this generous deed which contributes to the well-being of our community.”
However, the tone quickly shifted as the Council reminded Guerra that citizen-led initiatives must first get clearance from local authorities. The letter continued, “However, we take this opportunity to remind you that any charitable work or community service of this nature within the municipality requires prior permission from the Town Council.”
Citing the Town Councils Act, the Council stressed its legal authority, noting that it is mandated “to provide and maintain parks, open spaces within the town” and that it has the power to impose rules and even fees under Section 49(2)(c).
The Council went on to say that while Guerra’s efforts were “welcomed and valued”, “it is important that all such activities be coordinated with and approved by the Town Council. This ensures proper oversight, safety, and compliance with municipal regulations.”
Guerra has responded publicly to the letter. He explained that his efforts were motivated by seeing local youth organising soccer games with limited resources, as well as by the initiative of a local grandmother. “That inspired me to join forces with the area representative, dedicated parents, and committed volunteers, because I believe that when youth take positive steps, we adults should support them,” Guerra said.
While he acknowledged that procedures exist and pledged to respect them in the future, Guerra also pointedly reminded the public that park upkeep is a municipal responsibility. “I recognise that there are procedures that I will follow in the future, but it is also important to remember that the maintenance of public spaces is the responsibility of the City Council.”
