Hyderabad: fter the BRS government outsourced toll collection, operation and maintenance of the Outer Ring Road (ORR) to Mumbai-based IRB Golconda Expressway, HMDA’s Hyderabad Growth Corridor Limited (HGCL) has only one responsibility, which is to monitor the workings of the Mumbai firm. Yet it has not done it properly.As a representative of the state government and as people, HGCL needs to ensure that IRG Golconda Expressway complies with all norms.However, several people have complained against the worsening statistics. Parking of heavy vehicles on the expressway, frequent damage to the solar-roof cycle track, and a decline in assistance to commuters using the ORR are the most common complaints of frequent users. Ch. Param Jyothi, who was earlier an engineer with HMDA and now heads the HGCL, did not respond to calls made by Deccan Chronicle.While commuters fear crashing into parked heavy vehicles on the road’s edges, cyclists fear being rammed by fast-moving traffic.“As the Outer Ring Road is not a regular main road and many cars drive at over 80 km/hr, halted vehicles are extremely dangerous,” said Harish Daga, an activist from the city. In addition, many cyclists have complained that the solar-roof cycle track has become unsafe and that concrete measures are needed to safeguard their lives.Before Sarfaraz Ahmad became the Metropolitan Commissioner of HMDA, HGCL had even promised help with flat tyres and assistance for vehicles that ran out of fuel — even during the wee hours.However, currently, if a person dials ‘14449’, the unified toll-free number for the entire ORR, only a drop till the nearest toll gate is assured, and there is no clarity about services during odd hours.Having no work to do, HGCL officials and staff have proposed to develop the interiors of the HGCL building at Nanakramguda at a cost of Rs. 1 crore.Earlier, all work related to the ORR was handled by HGCL, including several beautification efforts such as the installation of art sculptures, a drip irrigation project to maintain greenery, and the widening of service roads. However, over the past year, hardly any major project has been taken up by the HGCL.
