How ISI’s Refugee Management Centres Double Up As Front For Terror Activities | Exclusive

Pakistan’s ISI is facilitating terror outfits under the guise of Refugee Management Centres (RMC) that are located near every training facility and overseen by officers at the rank of Major or Lt Col, sources have told CNN-News18. RMC managers are responsible for handling the training centres and report developments directly to ISI headquarters, while local RMCs provide comprehensive support to all terrorist outfits. CNN-News18 has obtained a letter from the ‘Kashmir Freedom Army-II’ where Majid Sulemani, chief of the Kashmir Tigers and a feared commander of the Jaish-e-Mohammed (JeM), requests assistance for narcotics traders in Kashmir. Another letter accessed by CNN-News18 from Sulemani reveals his role as the chief of ‘Kashmir Tigers’. One particular letter dated 06/09/24, written by Sulemani, asks the RMC in Muzaffarabad for additional tasks such as supplying vegetables, meat, and chicken to the RMC or other departments. In another letter dated January 3 this year, Sulemani sought help from a person named Bilal at the RMC office in Muzaffarabad for medical treatment. Sulemani’s connections extend to narco and arms terror handlers in Pakistan. On December 22, 2023, Sulemani, as chief of ‘Kashmir Freedom Army-II,’ appealed on behalf of a narco-terror handler named Fayaz Ahmed Khan. Fayaz Ahmed Khan was either arrested or abducted in December 2023, possibly related to the supply of narcotics disguised as arms. A CNN-News18 investigation has revealed how proxy outfits such as Kashmir Tigers propped up after Jaish evolved its strategy to evade international sanctions and counter-terrorism efforts. The JeM has a history of rebranding under new names like Khuddam ul-Islam, Al-Rehmat Trust to circumvent bans, even as its latest avatars—KT and KFA—continue their mission to destabilise Kashmir while masking their affiliations. CNN-News18 also tracked down Sulimani, a Pakistani-trained terrorist, who received arms and subversive training from various camps located in Abbotabad, Mansehra, and Bahawalpur. He also underwent training at religious centres associated with JeM. As a senior commander within the JeM outfit, Sulimani has been closely working with new offshoots of the group, namely the Kashmir Tigers and the Kashmir Freedom Army. The true identity of the dreaded commander is believed to be Abdul Majid, son of Molana Abdul Aziz, from Ganderbal district in J&K. In the early nineties, he, along with his father and two brothers, Shabir and Mumtaz, allegedly crossed into Pakistan after initially joining local terror outfits. They first stayed and operated from Ambore Camp in the Muzaffarabad area of Pakistan-occupied Jammu and Kashmir (PoJK).
