LOWER BASE INDUSTRIAL AREA ROAD RESTORATION, SAIPAN
The Office of the Executive Director, Commonwealth Utilities (CUC) is soliciting competitive
sealed bids from qualified firms for the Lower Base Industrial Area Road Restoration, Saipan,
Commonwealth of the Northern Mariana Islands.
This work includes the excavation, placement of flowable fill, and asphalt paving to
restore pavement areas previously disturbed during a prior sewer main installation project.
Payment will be made only for items that are fully completed and formally accepted by both
the Commonwealth Utilities Corporation (CUC) and the Department of Public Works (DPW). The
contract duration is 45 calendar days from the date of the Notice to Proceed.
The project is funded by a grant from the United States of Environmental Protection Agency
(USEPA). The award of this project is contingent upon receipt of approval for project award from
The Bid Package may be obtained from the CUC Procurement and Supply Office, 3rd Floor,
Room No. 3, Joeten Dandan Commercial Building, Saipan, between 7:30 a.m. to 11:30 a.m. and
12:30 p.m. to 4:00 p.m., Monday through Friday, except on government observed holidays,
upon completion of registration and presentation of a receipt evidencing a non-refundable
payment to the CUC Treasury Section, by cash, check or credit card in the amount of $200.00
(non-refundable) for one IFB package set.
A Pre-Bid Conference followed by a Site Visit is scheduled on June 20, 2025 at 10:00 AM (ChST)
at the CUC Main Conference, Room, 3rd Floor, Room No.17, Joeten Dandan Commercial Building.
One (1) original and seven (7) hard copies must be submitted in a sealed envelope marked
“Lower Base Industrial Area Road Restoration” to the CUC Procurement & Supply Office,
3rd Floor, Room No. 3, Joeten Dandan Commercial Building, P.O. Box 501220, Saipan, MP 96950,
no later than 10:00 AM (ChST) on July 02, 2025 at which time they will be publicly opened
and read aloud. Late submissions and conditional bids will not be considered. Bid shall be
submitted on the provided Bid Forms. Bidders are required to complete all Bid Forms.
Bidders may supplement the form as appropriate. Bids will be required to be submitted under a
condition of irrevocability for a period of 60 days after submission.
All bidders are advised that CUC assumes no responsibility in any act of omission on the part of
the bidders due to lack of information or understanding of the bid requirements in the course
of the Contractor’s preparation of a bid under the contract.
A Bid Guarantee of not less than fifteen (15%) percent of the total bid price must accompany
the bids. The security deposit may be in cash, certified check, cashier’s check, or bid bond
executed by a surety company holding a certificate of authority from the United States
Secretary of Treasury as an acceptable surety. A Payment Bond of one hundred (100%) percent
and a Performance Bond of one hundred (100%) percent of the total bid price will be required
upon the execution of the contract by the successful bidders. The Payment and Performance
bond must be executed by a surety company holding a certificate of authority from the United
States Secretary of Treasury as an acceptable surety. Surety Company must be authorized to
do business in the Commonwealth of the Northern Mariana Islands.
All insurers’ questions, concerns and qualifications shall be handled by the Department of
Commerce Office of the Insurance Commissioner (OIC). The OIC is tasked with regulating and
monitoring compliance to the CNMI’s Insurance Code (Title 4, Division 7). Bidders are required
to submit a clearance from the OIC certifying their insurer of choice is in compliance with the
CNMI’s Insurance Code.
Bidders are required to comply with all CNMI and applicable Federal Laws. This bid and the
ensuing contract shall be executed pursuant to the CUC Procurement Regulations.
All questions or request for clarification regarding this project must be submitted in writing
no later than 10:00 AM (ChST) on June 23, 2025, to Manny B. Sablan, Jr., CUC Purchasing

CUC reserves the right to reject any or all bids for any reason and to waive any defects in said
bid, if in its sole opinion, to do so would be in the best interest of CUC. All bids shall become

The Project, in general, consists of demolition of damaged steel canopy components and the construction
of a new Airport canopy assembly as shown on the construction documents including structural footings,
foundations, columns, beams, slabs, lighting and electrical distribution, paint, finish surfacing, and
associated civil modifications. Additionally, roof repairs to main building cracks, roof drains, removal of
vegetation, old mechanical equipment, sealing roof openings, and repair damaged bituminous roof
coating, water blasting, and minor work on diverting roof drain flow.

of plans and documents in electronic form (DVD). The payment is nonrefundable unless bids are

The Commonwealth Ports Authority reserves the right to reject any or all bid proposals submitted for: (a)

bidder shall take into account minimum wage increases that may be imposed in the CNMI over the life of
the Contract and include associated costs in the bid proposal. The EEO requirements, labor provisions,

The Commonwealth Ports Authority, in accordance with the provisions of Title VI of the Civil Rights Act
of 1964 (78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or
offerors that it will affirmatively ensure that any contract entered into pursuant to this advertisement,
disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to

The United States Secretary of Transportation has granted the Commonwealth of the Northern Mariana
Islands an exemption from the requirements of the Department of Transportation’s Minority Business

Business Enterprise program, as it relates to FAA grant programs. The Secretary of Transportation has not
determined that a portion of those requirements should be reinstated.

the Public School System’s Boys
Fastpitch Softball regular season
at Dandan Middle School Ballfield on Saturday.
Third baseman Brandon Tesiro,
who hit a single in the first inning,
scored three runs in the game to
help the Knights maintain their
strong lead en route to victory.
Pitcher Arstin Tagabuel allowed
only three runs and two base hits
to silence the Ayuyus in the first,
third, fourth and fifth innings.
The Knights earned five singles
and 15 base-on-balls against the
Ayuyus’ pitcher Aven Kaipat.
With right-fielder Hiro Baluyan
hitting a single, and first baseman
John Tutiy and extra hitter Ignacio
Fitipol making it to first base on
walks, the Ayuyus trimmed the
deficit in the second inning.
But MCS left-fielder Mikee
Mercado and right-fielder Quinn
Palacios scored in the third inning
to stretch their lead.

The tournament format is
low gross. Flight categories are
Championship (0-5), A Flight
(6-10), B Flight (11-16), C Flight
(17+), Ladies, Senior (ages 55+).
Registration is $120. Optional
play is $20. Only 144 players will
be registered. No refunds will be
issued after Sept. 30, 2024.
Registration payment is being
accepted at LaoLao Bay Golf &
Resort (credit card or cash only)
and the Marianas Visitors Authority office (cash or check only)
at 3366 Beach Rd., Suite 101,
I Liyan, Saipan. Checks should
be made payable to the Marianas
Tourism Education Council.
Showtime on game day is 6
a.m., with a shotgun start at 7 a.m.
The awards luncheon will immediately follow the tournament.
