Mangaluru Mob Lynching: 3 Police, Including Inspector, Suspended For Dereliction of Duty

Mangaluru: In a major disciplinary action, three police personnel, including a Police Inspector, have been placed under suspension for alleged dereliction of duty in connection with the mob lynching of a man near Kudupu village in Mangaluru on April 27. Those placed under suspension include Police Inspector Shivakumar K.R, Head Constable Chandra P and Police Constable Yallalinga. According to a report submitted by the Assistant Commissioner of Police, South Sub-Division, the incident took place between 2.30 pm and 5.30 pm on April 27, behind the Kudupu Bhatra Kallurti Daivasthana, where an unidentified person was found dead. Initially, the case was registered as an unnatural death (UDR No. 14/2025 under Section 194 of the BNS). However, following a complaint by one Deepak on April 28, it was reclassified as a mob lynching and booked under multiple sections, including murder and rioting (under Sections 189(2), 191(1)(3), 115(2), 103(2), 240, and 190 of the BNS). The investigation revealed that while the lynching occurred during a cricket match in the vicinity, none of the officers placed under suspension took timely action. PI Shivakumar, despite having knowledge of the incident, failed to alert his superiors or act upon the information, and even included cricket players and spectators as panchas in the inquest report. Head constable Chandra P (working under the SB of the station) who was informed about the mob assault by HC Deepak (Head constable at Mangaluru Traffic East Station), failed to collect information or bring the matter to higher officials’ attention. Similarly, Constable Yallalinga, who was on beat duty in the area, neither reported the match nor the incident to his superiors. All three have been suspended with immediate effect under Rule 1965/89 of the Karnataka State Police (Discipline and Appeal) Rules for serious negligence. They have been barred from leaving headquarters without permission.
