Bhopal (Madhya Pradesh): A circular, sent to the legislators before the monsoon session of the House beginning Monday, has heated up the political atmosphere in the state. After getting instructions from the Speaker of the House, Narendra Singh Tomar, Principal Secretary of the Vidhan Sabha AP Singh sent the circular that prohibits any kind of agitation and slogans by the legislators on Vidhan Sabha premises.
The legislators are generally advised to remain calm inside the House, but staging sit-ins by them outside Vidhan Sabha is considered a normal practice. Soon after the circular was out, the Congress protested against it.

Deputy Leader of the Opposition, Hemant Katare, has said the legislators raise the public issues in the House. When the legislators do not get a proper reply to their questions, they stage sit-ins outside the House, he said, adding that such protests are just symbolic. Showing resentment outside the House is the democratic right of the lawmakers, Katare said, adding that he is against the order. The government cannot gag the voice of the opposition, he said.
It is also written in the circular that, on the recommendations of a legislator, two persons will be allowed in the audience gallery.

The legislators have been advised against bringing anyone in their vehicles to the House without a valid pass. The legislators should not let anyone enter the Vidhan Sabha premises or the lobby of the House. The Congress is mulling over protesting against the circular on the first day of the Vidhan Sabha session. The party will demand the government roll it back.
