The Italians were indeed just as bed when I toured Italy by car. Never again.

Another attempt to set up an 'admin fee' annually to tax drivers I suspect. It wouldn't change the habits of poor drivers much but it would generate a new tax idea from the Deppity for Hogwarts there...

This is the one country in Europe I refuse to drive in.But you have to hand it to them on parking, they could park on top of a pin.That's when they don't park bumper to bumper on any bit of path/grass verge/impossible place that one couldn't possible dream off.
The OP should also check out Turkey, absolutely lunatics and the Moroccans, beeping like madmen way before the lights go green !

The OP didn't mention cyclists, which is a bit odd given he mentioned The Netherlands.Maybe he didn't notice them !!They are no friend to pedestrians !

We really ought to be re-tested at our highest licence category every 10 years. Not just the theory but a full driving test.
I used to have my own horse lorry and to improve my driving (and have a pissing contest with one of my brothers) I went for artic and coach licences as well. My last driving test was in 1983. Despite my not driving either a coach or an artic in more than 40 years I'm still legally entitled to take one out on the road if I was irresponsible enough to do so. That really is beyond stupid.
We should also have a system for monitoring and re-testing driving instructors. I say this because some types of poor driving are becoming so frequent that I suspect they're being taught.

Certainly mandatory re-testing over 70's every 2 or 3 years. Some atrocious lane discipline and lack of indication etc. as they decline. Another is not keeping up with traffic (e.g. 80kph on a motorway).
My own mother is 85 and I certainly notice her driving decline, along with small dents and scrapes pockmarked around the car. Thankfully it appears none involving other vehicles, just things like brushing bollards and columns in car parks etc.
Judgement definitely deteriorates with time.
On the issue of cyclists, they need to be taught that just because they can see a car, it doesn't mean the car can see them.
I'm constantly stunned at the amount of cyclists who don't have/use lights. Genuinely amazed more aren't killed during our dark winters. Cars now have daytime running lights (because it has been proven to reduce accidents) and they should be a permanent fixture for cyclists too. Can guarantee you this would save lives.

You do realise that the current system of testing is creaking under the current load not to mind taking on new work.
More than 72,000 people are currently waiting for driving tests including an increase of 10,000 in the past three months alone, the Dáil has heard.
Sinn Féin transport spokesman Pa Daly said the numbers waiting for a test had risen by 60 per cent since 2022, with 72,414 currently on the waiting list.
Average test waiting time is 22 weeks with the longest at 35 weeks in Navan, Co Meath, while a maximum of 10 weeks is the target.

If we were to impose age related testing then we should start by having yearly tests on the under 25 cohort.
Far better I think to have renewal contingent upon re-testing.

Cycling on footpaths being the bane of every pedestrian.Not only at high speed, but they also like to come flying around blind corners.....on the Foothpath.
It is now so frequent that many assume it to be fully legal.

Not arguing too much against that, but you're now creating a bureaucracy that results in demand for thousands more testers that we don't have.
Insurance company GPS installed on the car will solve the under-25 problem. Perhaps it might solve the over 70's too ?
